The Brazilian people reaffirm the strength of democracy at the ballot box
In this context, civil society will play a fundamental role in maintaining constant vigilance, so that attacks on the constitutional order and on the harmony between the branches of government do not undermine the pillars that sustain the democratic rule of law.
Once again, the Brazilian people have exercised their sovereign right to choose the country’s direction. Last Sunday, October 25, 2026, Brazil concluded another electoral process, reaffirming the security and soundness of the electronic voting system that has ensured fair, transparent, and auditable elections for 30 years. Pacto pela Democracia recognizes the election result that returns Luiz Inácio Lula da Silva to the Presidency of the Republic.
The conclusion of the electoral process, however, does not mean that the serious challenges threatening Brazilian democracy have been overcome. We are entering a new political cycle amid deep political and social division, which poses significant challenges to democratic coexistence in the country. Added to this are growing distrust of institutions, tensions between the branches of government, and persistent threats to the rights and guarantees established by our Constitution.
The strengthening of far-right forces in the National Congress, including legislators with a record of attacks on institutions and democratic principles, heightens the risk of legislative setbacks and of initiatives that pose a serious threat to institutional balance. This scenario is aggravated by an unprecedented crisis affecting Brazil’s higher courts, which calls into question the integrity and authority of the Judiciary in the eyes of society. The Executive Branch will therefore have the responsibility and the challenge of acting as an important counterweight, contributing to the defense of the democratic order, the preservation of fundamental rights, and respect for the independence of institutions.
The conclusion of the electoral process reaffirms the endurance and resilience of our democracy, but it does not end the challenges to its preservation and consolidation. We recognize that there is a significant risk of democratic principles being eroded from within our own system, whether through amnesty for those responsible for the coup attempt in 2023, attacks on the Judiciary, or opportunistic changes to the 1988 Constitution that bring about political and social setbacks.
In this context, civil society will play a fundamental role in maintaining constant vigilance, so that attacks on the constitutional order and on the harmony between the branches of government do not undermine the pillars that sustain the democratic rule of law.
Pacto pela Democracia will continue to act steadily, rigorously, and independently to improve and strengthen institutions, promote dialogue and collaboration among different sectors of society, and advance a concrete agenda to make our democracy stronger and more substantive. We will remain vigilant in the face of threats and setbacks, mobilizing civil society and resorting to the appropriate institutional mechanisms whenever the foundations of the democratic rule of law are at risk.
We celebrate the millions of Brazilians who went to the polls in the second round, and reiterate the importance of broad participation as a fundamental element of democracy. We hope that the building of Brazilian democracy will grow stronger and be renewed every day.
