Latin American Pro-Democracy Coordination

The democratic crisis facing the world is also deeply felt across Latin America. In the region, this scenario is compounded by the historical wounds left by dictatorial regimes, the ideological interference of foreign powers, and persistent inequalities that weaken people’s sense of belonging within democracy. This epidemic of systemic distrust creates fertile ground for extremist and authoritarian rhetoric across the political spectrum, driving the region toward a process of institutional “deconsolidation” that threatens not only political stability but also the social fabric and hard-won rights.

The complexity of this landscape underscores the urgent need for Latin American civil society—recognized for its vibrant history of resilience and struggle for rights across different territories—to take its work to a new level of strategic coordination. In response to this urgency, Pacto pela Democracia created a project to establish the conditions needed for a regional pro-democracy network to emerge. Its goal is to create safe spaces for meaningful exchange among civil society organizations, expanding the range of tools and scope of action available to actors that have previously operated in isolation or with limited capacity for joint action.

Collective Intelligence and Coordinated Response

Building joint action requires, first and foremost, relationships based on trust. To strengthen these ties, the project establishes an ongoing space for focused dialogue among organizations from Argentina, Brazil, Chile, Colombia, Paraguay, and Peru. Through this exchange hub, we will continuously map trends and risks, enabling a clear understanding of both the specific threats facing each country and the pressures shared across the region. This collective intelligence is the first step toward understanding domestic challenges from a regional perspective and strengthening each participating country’s response capacity.

The project will also promote thematic labs focused on exchanging successful technologies and practical methodologies. In this environment, tools developed in different territories will be presented and collectively assessed for their potential replication, while taking into account the historical, political, and institutional characteristics of each country.

Identity-Building and Strategic Planning

Ongoing exchange lays the foundation for unlocking the full potential of long-term collective action. Once these initial ties have been consolidated, the project will move forward with a structured Strategic Planning process focused on building the identity of this pluralistic group. This joint exercise will establish solid foundations for the regional initiative by clearly defining its shared mission, vision, and goals, as well as agreeing on priority agendas and governance mechanisms to ensure the coalition’s sustainability.

This institutional development process will culminate in an International Meeting, where members will validate the strategies developed and strengthen their commitment to joint action. More than an event, this moment will mark the transition from fragmented initiatives to coordinated transnational action, positioning Latin American organizations as strong and integrated agents in the defense of democracy.
