Guides for Democracy

Guides for Democracy is a publication series by Pacto pela Democracia created to share lessons, methodologies, and strategies developed through the organization’s work to defend and strengthen democracy in Brazil. The initiative seeks to systematize the coalition’s experiences and make them more widely available to organizations, researchers, and civil society actors in Brazil and around the world.

Each guide addresses a strategic topic related to Pacto’s work, including defending the electoral process, building pro-democracy coalitions, advocacy, civil society mobilization, and responding to threats against the democratic rule of law. The series was designed to transform practical experiences into reference tools for strengthening democracy in different contexts.

Defending the Electoral Process

The guide Defending the Electoral Process: Experiences and Strategies from Pacto pela Democracia systematizes the actions developed by the coalition during the 2022 elections to protect the integrity of Brazil’s electoral process. The publication presents methodologies for monitoring threats, coordinating across sectors, mobilizing civil society, and responding rapidly to attacks against democratic institutions.

Drawing on the experience of the Civic Vigil for the Defense of Elections, the coordination of the Civic Committee for the Defense of Elections, and the development of national and international advocacy strategies, the guide shares possible pathways for strengthening democratic safeguards in contexts of authoritarian threat.

Building Pro-Democracy Coalitions

The guide Building Pro-Democracy Coalitions brings together lessons learned by Pacto in creating and sustaining pluralistic networks dedicated to defending democracy. The publication offers reflections on coordination among organizations, trust-building, managing political diversity, and strengthening collective spaces for democratic advocacy.

Drawing on the experience of a coalition comprising more than 200 civil society organizations, the guide proposes guidelines for developing networks capable of responding to authoritarian threats, strengthening democratic dialogue, and expanding collective action in defense of the democratic rule of law.
