Institutional Strengthening of Pacto pela Democracia

Pacto pela Democracia’s Institutional Strengthening Program was created from the understanding that defending democracy requires strong, sustainable civil society organizations capable of acting strategically over the long term. After years of working as a network, Pacto recognized the need to consolidate its institutional structure, improve its governance mechanisms, and expand its operational capacity to respond to the growing complexity of Brazil’s political landscape.

In a context marked by persistent authoritarian threats and ongoing pressure on organized civil society, institutionalization has become essential to ensuring stability, independence, and the capacity to influence public affairs.

The advance of anti-democratic agendas has required Pacto to develop a structure better prepared to act on different fronts. Rapid changes in Brazil’s political and institutional landscape have also demanded new planning, monitoring, and management mechanisms capable of sustaining continuous coordination and advocacy efforts.

The program’s main objective is therefore to ensure Pacto pela Democracia’s institutional, political, and financial sustainability, strengthening its capacity to coordinate collective action, generate public impact, and serve as permanent infrastructure for Brazil’s democratic field. It seeks to consolidate participatory governance processes, improve internal workflows, enhance institutional security, and strengthen the technical capacities of both the Executive Secretariat and the Network.

The program’s work has already included Pacto’s legal formalization; the establishment of collegial governance bodies, such as the General Assembly, Strategic Council, and Fiscal Council; and the development of institutional policies focused on transparency and organizational sustainability. It has also driven the modernization of Pacto’s visual identity and institutional communications, the development of management and relationship systems, and the opening of its own headquarters in São Paulo.

These achievements have expanded the Network’s coordination capacity, strengthened internal decision-making processes, and provided greater predictability for medium- and long-term strategic actions. Institutional strengthening has also enhanced Pacto’s public legitimacy, consolidating its position as one of Brazil’s leading civil society organizations in the defense of democracy.

Strong democratic organizations are essential to sustaining ongoing processes of civic participation, political advocacy, and the defense of rights. An institutionally fragile civil society has less capacity to respond to authoritarian crises, mobilize strategic actors, and build proactive agendas for democratic transformation. For this reason, Pacto’s institutional strengthening serves as a cross-cutting foundation that supports and enhances all the coalition’s other strategic programs.
