Strengthening the Pact’s Network and Civil Society

The Strengthening the Pact’s Network and Civil Society program was created in response to the advance of political fragmentation, the shrinking of civic space, and the weakening of collective organizing in Brazil and around the world. The growth of authoritarian discourse and the criminalization of social organizations have produced an environment of distrust, polarization, and isolation among different democratic actors. In this context, the Pact identified that defending democracy would depend on the ability to strengthen ties, expand collaboration, and build coordinated responses among civil society organizations with different agendas, territories, and political perspectives.

The creation of this program starts from the understanding that healthy democracies require a civil society that is strong, plural, and well-coordinated. In a landscape marked by rising political tensions and attempts to delegitimize social participation, it became essential to create safe spaces for encounter, cooperation, and trust-building. Strengthening the network therefore represents a foundational strategy for expanding collective advocacy capacity and protecting civic space against persistent authoritarian threats.

The program’s main objective is to turn the diversity of organizations that make up the Pact into coordinated, sustainable political capacity. To that end, this pillar seeks to strengthen collaborative governance processes, expand network participation, encourage dialogue among different sectors of civil society, and promote an organizational culture based on plurality, shared responsibility, and democratic cooperation.

The program operates through national plenaries, thematic meetings, listening spaces, and onboarding processes that bring new organizations into the collective commitment to defend democracy. This pillar also invests in methodologies for democratic coexistence, training cycles, and internal coordination tools, such as the Democracy Radar. In parallel, the production of the Guides for Democracy systematizes lessons accumulated by the network and shares methodologies for coordination, advocacy, and social mobilization to strengthen other democratic initiatives in Brazil and abroad.

Over the past few years, this program has helped significantly expand Brazilian civil society’s mobilization capacity at critical moments for democracy. Strengthening network coordination has enabled fast, coordinated responses to institutional threats, while also increasing public visibility for key structural democratic issues. The program has also strengthened the Pact’s recognition as the leading space for plural civil-society coordination in defense of democracy in Brazil.

Trust and the capacity for collective action are essential conditions for democratic resilience. Fragmented, isolated networks have less capacity to confront authoritarian processes and defend structural agendas around rights and social participation. For this reason, the program invests continuously in building the political and human bonds capable of sustaining ongoing, plural, cooperative democratic action.

The expected impact is the consolidation of a civil society that is more coordinated, diverse, and prepared to influence the country’s direction. The program seeks to strengthen a democratic ecosystem capable not only of resisting authoritarian attacks, but also of producing proactive agendas for social transformation and democratic deepening. By expanding cooperation and trust among organizations, the Pact helps reinvigorate citizen participation and strengthen Brazilian democracy in the long run.
